What counts as a match?
Cosine similarity of 0.65 or higher between your question and the approved creative's category, title, and description. The same floor quoted everywhere else on this site. No card means the question wasn't close enough -- that's not a bug, it's the point: no card, no bill, on a real campaign.
Why can I see other advertisers' ads too?
Because that's the real pool your ad runs against. Every approved, active campaign is in the same matcher. Testing against the real competitive set is more useful than a private sandbox that doesn't reflect how matching actually works.
